Capacity not Quantity

I'm looking to try and mod my game to re-balance the experience into a game about capacity and not quantity, I want extremely rich ore, coal, oil etc... but I want the size of them to be tiny or small, when I come across an oil pool I would expect to see only one. But it should last me a fairly long time. I'm looking to try and play a game that requires expansion, but the infrastructure I build will last a long time (but not forever). The key here is that I want to expand to increase my ability to make things quicker, not because I'm running out of resources.

The first thing I tried was making a map with frequency medium, I did this because I don't believe I should have to travel hundreds of miles to get something. I then set the size to small so I don't have large areas covered by resources. The last thing was setting richness to very high. The problem I have with this setup is a standard electric drill only gives me 60-80K, I usually play games which provide 40K and I burn through the fields to quickly.

I'm looking to get a good map balance that allows me to continue to expand and expand into the late game and try and launch a rocket every minute, or as quickly as I can do it. But I don't want to unbalance the start of the game by just staying in one location until I need to build a rocket.

With all that rambling does anyone have any recommendations of how to achieve this? I'm sure an unlimited resources mod exists, but that might unbalance things a little too much? Its as difficult choice to make as I won't know how well its going to work until I get into the late game, even a small error of judgement with a mod could make it really boring or too difficult.
