[0.12.33] Unequal belt unloading

I have a yellow belt (east to west) unloading onto a very crowded red belt (south to north). The north side of the yellow belt is not emptying onto the red belt at all. The south side is just fine.



If I remove both miners, even then the north side will not empty onto the red belt. The south side has no issue finding an empty spot to hop into on the red belt.
