When I launch my game, it comes up with an error that says
error in reading file C:/Users\(my name)\appdata\roaming\factorio\config\config.ini: <unspecified file>(1): '=' character not found in line
I continued to check my config files and the one that tells the controls is completely deleted. Please help either copy and paste a set of the config or help fix this problem.

Using some horribly outdated version? Factorio should be able to deal with that by now.

I'd suggest delete the file mentioned, and try again.

i'd suggest you backup your factorio folder that is located in your \appdata\roaming\
then deletel the factorio folder. (Really make sure you saved is somewhere safe, because your saved games are in this as well)
Launch factorio, let it create the new folder and files.
Place your saved games back from your backup.

Looks like both of these files got corrupted. It is reasonably safe to delete both config.ini and mod-list.json, the game will then generate fresh ones. Of course, you'll lose your configuration. (But then, you've already probably lost it, since those files are corrupted.)
What causes the corruption is still a mystery, though. I've made a change to 0.13 to hopefully fix this issue, but since I don't know how this happens in the first place, it's hard to know for sure.
