Factorio using shared vram instead of dedicated vram

I don't know if this is my driver's fault or the game's fault but when I start the game it use the slower shared VRAM instead of dedicated VRAM and it casue a lot of lag

I don't think this tells you much without actually being in game. It is quite smart to keep only data in vram that is accessed often, which wont be much when in menu.

after a restart it again use the dedicated VRAM but because I'm using this computer as a server I cannot restart every time when it doesen't wanna work, and there is no lag when I'm playing other games

Do you have both GPU's enabled?
You seem to have an issue with selection of GPU - it seems that in image1 integrated GPU is used that uses shared ram and produces bad performance.
In image2 case it's using the GTX properly and it's integrated RAM.

I'd also try updating GeForce drivers to see if it helps.
