Online Multiplayer

Me and my friend are attempting to connect to an online game over different internets. We are not sure if it is possible but we both presume we can, so can we do this or not? and if so how do we do it as the three IPs we have looked at have not worked.

I have used the evolve programme however it costs money to do so an I do not have access to the money it costs.

whenever I try it says that you cannot get the ip of the person unless you subscribe to party+
