Ctrl+click on an empty slot in the inventory could send normal ingredients to an assembly machine, but not modules (for the assembly machines making higher level modules and using lower level modules as ingredients).
But ctrl+click on the module stack works.

Control click generally sends everything, I feel like the consistency is more important here, not a bug.

What he is saying is that it DOES NOT send modules even if they are ingredient for a recipe.

After some time spent with this, I found out, that this is a design.
It is to prevent random modules in your inventory to go into the modules slots when you control-click the ingredient.
This situation is not ideal, but it is worth it to make it work properly in all other situations.

If you have an assembler making speed-2 modules and have all the required items for it in the inventory, CTRL-clicking on an empty spot in the inventory will transfer the required advanced circuits and processing units to the assembler, but not the required speed-1 modules (which have to go to the ingredient slots too).

Current behavior: Modules can't be inserted in any slots in the assembler. (CTRL-click makes a check and disregards all modules.)
Desired behavior: All ingredients are inserted. (CTRL-click does only insert in in ingredient slots, no matter if they are modules or not.)
If this is by design and cannot be changed (the CTRL-click checks items instead of target slots part) that's okay, but from your statement above I thought you misunderstood the problem.
