With 0.13 they will implement a Server Browser in the game, making posts like this superfluous.
Until then, I suggest you add the location/coverage of the server to your criteria, because Factorio is deterministic and a big distance of players to the server can cause severe lags.
Vanilla server: [Public/Europe] Dedicated Server [0.12.29/Vanilla]
Recommended for new players, currently also running with no players connected, so a good defense is important but it will also continue producing without players connected
Modded server: [Public/Europe] Dedicated Server [0.12.29/Marathon]
A challenge map: Marathon map, belts don't work, you can't craft in hand, buildings can't be removed, but including the mod FactorioBasics to allow crafting faster machines
