200 byte download speed when joining

Hello , My friend is having issues trying to connect to our match everyone else connects fine with a download speed of just over 600kb which is an ideal download speed. But when he tries to connect he only downloads at 200bytes eventaully it gets to the point where it does not download anymore. We have tried testing various other methods for him to join but no joy. I've also noticed there are a few similar threads about this issue so i don't know if it's the game restricting his download rate or if it's his actual internet provider.

We found letting him join first works but he chews up all the network and makes the game run extremely slow i don't know if it's something wrong with the networking of the game. We have also been experiencing disconnects quite frequently we are using teamspeak and for some reason every now and again their internet will cut out and it only occurs whilst playing this game.

I have the exact same problem, whenever i join a server for like two seconds it downloads at a fine speed then drops to like 20kb/s and freezes, if i alt tab and look at my ping in Discord it jumps to like 5k.

Would like some input in how to fix it, makes this game unplayable in multiplayer.
