do oil patches bottom out at 0.1?

Oil patches start at varying numbers, but never display a yield lower than 0.1/s. Is this true, that the yield can never get lower than 0.1/s? Or does it continue to decrease but the display number doesn't decrease?

Yes, an oil patch can't go under 0.1. See Crude Oil
