[0.8.4] Limited size provider chests can confuse bots

Provider chests with more items than their current limit allows will cause bots to arrive, but not pick up items.

Thank you for the report.
There were other problems with the limited inventory and logistic robots as well.
We did some revision and few fixes and it should work now correctly.

The rules are, that robots can pickup items even from the limited part of the chest, but they can't insert items to the limited part of the chest.

So fixed for 0.8.5
