just open the game to main menu

Ctrl + Alt + Delete

Open task manager
and the screen turns black and freezes

It's the same as when starting programs as admin or doing anything that shows an UAC prompt:
[0.12.10] Windows UAC broke video in game menu

Quick workaround is to resize the window.
