Stuck with my Constant Combinator.

I am trying to get a Constant Combinator to work, but I'm failing.
The following screenshots show my setup.
The chest on the left is the supplier, the chest on the right is the receiver.
I'm trying to limit the amount sent to the receiver to 10 pieces.

you want iron plates < signal 0 for the condition
