Windows 7 service pack 1 on Windows 8

I bought a copy of Factorio ages ago and ran it smoothly on my PC, after a while i opgraded to Windows 8.1 from Windows 8. Now I manage to get the error where I have to download windows 7 service pack 1.
I tried to figure a way to do it but it doesn't seem like it is possible.

Make sure you don't run Factorio.exe in compatibility mode for Windows 7 without Service Pack.
If that doesn't help, check if you run Steam.exe in compatiblity mode and if so, disable it or set it to different version of Windows.
To change compatibility, right click on the shortcut on desktop or in the start menu and go to Properties/Compatibility.

Also if you play through Steam, check if Steam.exe itself doesn't run in compatibility mode.
EDIT: Sorry, I didn't know changing compatibility mode on shortcut changes it directly on .exe.

I do run my factorio through steam. Sadly, none of the replies so far has come up with a solution so far.
