hey,
Is there some specific console command that can be used to alter the map generation settings for a map already in use, in this case specifically the likelihood of water spawning? My map has virtually no water so I was hoping to alter those paramters so that newly generated chunks at the edge of the map would become more likely to spawn water tiles.

The short answer is No.
Long answer:
It's not possible to change the map generation settings after starting the map, with some exceptions/workarounds:
Change ore settings in game? [Gameplay Help]
Change map generation settings for existing map? [Gameplay Help]
Chnaging Map Settings? [Gameplay Help]
It is possible to change the terrain around the player (for existing chunks) into water by using the console, but I don't know the command required myself, maybe someone else could help out?

try mods. I know landfill and terraform can create water
