[0.12.8][Oxyd] Repair packs

After using last repair pack on damaged item hand does not "refill" from inventory, in the same way rail or belts do.

Damn I had no clue this was a bug. I would have reported this always annoyed with it. Thanks for the fix and thanks for the report.
