Slow Module

In a few cases, it might be nice to have a Slow Module, that reduces an Assembler Machine's speed to 25% of normal with a proportional reduction in Pollution, when inserted. Perhaps also a Very Slow Module that drops to 5%.

Given that it's the equivalent of flipping a switch inside the factory, I don't think the tech requirements should be high. It should be unlocked with the first Modules tech, or even much earlier. Or perhaps be available right from the start.
