Well, you could also make changes to the other mods' settings in `settings-final-fixes.lua`. You can change default values, or force them to only accept your preferred values.

You could put the forced settings in a separate mod. Changing the defaults still lets the user change them (but doesn't change the setting if the player already had the mod installed before installing the modpack).
