I have 8 rockets already loaded with an item, in the screenshots plastic.

This process is working fine for my other rockets sending Sulphur. and I copy/pasted the design from plastic.

Sometimes if I request enough, and overflow will be requested from the logistics network. The space platform can detect the 16k plastic in rocket silos, but the plastic rockets never launch.

Updated, apologies first bug report, I had not read guidelines.

There is a scenario when I over-request more than the amount already loaded into rockets, the overflow will go through the logistics network.

I think I've found a possible cause. It feels like a bug, but I'm not sure.

When a space platform is overhead, and requires 1 rocket full or an item but those items cannot be sent due to not having enough space, all instances of that rocket silo cargo type are paused. even if there are more than space platforms waiting for cargo.

ie: platform 'A' that needs empty 10 slots to receive a shipment of plastic to top up from 7.7k to 8k (topped up to throw anything over 8k back down)
Platform 'B' required 8 rockets of plastic (0-16k) with enough cargo space.
even though there are 8 rockets, platform 'B' will not receive its cargo until platform 'A' has received the cargo it is requesting or has left the orbit.

I tried to reproduce item type-specific blocking, but didn't manage to. Maybe I'm missing some detail.

I was able to reproduce specific silos being loaded and blocked by full-platform's request.

So if you have only one inserter-fed sulfur-silo, a full platform requesting sulfur will claim it and block it from delivering to another platform requesting sulfur.
Your plastic-silos seem to be a mixture of inserter-fed and bots-fed, so if at least one of silos is empty (and inserter-fed and other bots-fed are blocked by full platform), that one silo should slowly deliver to the empty platform requesting plastic.

There is no mixture specifically.

I have 8 silos that load plastic.

Any overflow over 16k plastic gets requested from the 15 or os 'Launch anything' silos. (This is because I have not found a way to block certain items from logistic rocket requests for bots). However the 16k will still no launch until I move the full platform out of the network, or manually fix the issue by unloading some of the full platform.

This would make sense to block one of the silos, but it does seem strange that it blocks all 8 full rockets, because 1 is not able to launch. I assume this is something to do with an item in the queue blocking, and the 8 rockets seen as a single entity when mapping launches

How many requests do other platforms currently stopped at Gleba have?
In 122321 Not all rockets launching when ready it was observed unfulfillable requests slow down rocket launches significantly, but don't stop them, so it might not apply to your case.

opened the game and found the exact scenario existing again.

2 platforms over gleba
1 in requested 2k plastic but no space.
Another is requesting 16k plastic.

8 rockets already loaded with plastic but will not launch.
The moment Isend the one that is full out of the network, all 8 rockets launch.
As soon as I clear enough space on the blocking platform everything runs again as expected

Specifics of save

[Gleba][ItemOnGround] blocking the request because it got there first
[Gleba][Plastic][Volcanus] not receiving items
Everything else launches fine, just plastic jobs seem interrupted.

After various experiments in OP's save I managed to reproduce the issue in a new game.

Steps to reproduce:
Load
FullHubBlockingRequests3f.zip

Note that platform Full's request is red.
Enable platform Empty's request section.
Note that platform Full's request is now yellow.
Wait till the cargo is delivered to Empty, disable its request section.
Enable constant combinator on the platform, wait till hub's storage is empty, disable the combinator.
Enable platform Empty's request section. The plastic request is now red, silos are not launching.

For reproduction it seems to be important that Empty's requested cargo (20k) is greater or equal than cargo inserter-loaded in manual silos (10 silos * 2k) and there is an automatic silo available for Full's request.
It didn't work with steel. Maybe it's also important that rockets are full (i.e. all 20 slots are filled)?
