[0.17.58] Options language settings not saved

I develop various localization for my mods, so I have to switch "options" - "interface" - "language" settings a lot.

My usual practice is to change the language to "Deutsch (de)", then quit and restart the game. The game starts in the new language, so I can see if the localized strings display correctly.
Then I repeat this for "繁體中文 (zh-TW)", "简体中文 (zh-CN)" and other user-submitted languages for check every string.
This worked all the way from 0.16.51 to last week (maybe 0.17.56).

Today I did the above steps again, for updating old mods and checking new mods. But language can no longer be switched!
I tried with clean start (by disabling all mods), but the problem persists.

PS: I tried to change some other checkboxes on the option settings page too, THEN the language changes will be saved and next game start will be in the specified language.
So it seems that changing language setting alone does not get recognized as "changed". Other settings are recognized properly.
