Circular belt full with items stops rotating

A circular belt that is fully stacked with different items stop moving. I expect the items to be continuously moving. There is no reason the items should stop moving.

I provided my save file where my character is standing next to the belt. Also below an image; the solar panels and concrete do not move anymore

No mods, vanilla space age
