Undo does not recreate circuit wires

I was trying to copy and paste a bulk inserter and a provider chest, but I cut it instead of copying it. There was a red wire from the chest to the inserter. The inserter had a condition applied to enable if the everything variable was less than 500. When I cut instead of copying it, I tried to undo it which put the inserter and the chest back, but the red wire was not replaced. I manually added it back. Once I did that, the conditions in the inserter were already set properly. It looks like the undo function is not working for the circuit wire in this case. Not a big issue, but it's not what I would expect from the undo function.

Cannot reproduce in 2.0.19, if you can post a save and steps that do please, see 3638.
