When placing a new burner inserter it works for a limited number of swings, even when not supplied with fuel, acting as if it had fuel available. It works for the equivalent of one coal (one wood maybe? Not sure) before displaying the "no fuel" icon and stopping its swings. the fuel bar remains ...
