You can close this. We got it working. For future reference to any OVH users, OVH game dedicated servers have a firewall that blocks UDP traffic and you need to add an exception for port 34197 (or whatever UDP port you are using). My host is OVH, so I do not see what issue they would be causing, but this is either a Factorio issue or an OVH issue. I tried a fresh install of ubuntu and still only I am able to connect, no one else is able to.
