Add Qualtity Prio for Inserters

Reason:
To Help out sert/insert from/to non Circuitable buildings enteties (f.e.: cargo trains), would helpalot not having to build a missive detection system and cicuit area just for this funnction and each inserter

- a Lategame device that teleports you anywhere u click on the minimap/planet
- or a a teleport station building wich u have to connect to each other in order to teleport
- could be really expensive ...
