Had the same problem. I can't reproduce it because it's a longer time ago.
For me this happened with 0.17.17. Got pretty sure build with personal robots if this helps.

Attached the first save the station existed.
The station is down left a bit. Mods used only mazeworld and bottleneck.

And I'm missing the "avoid obstacle" mode. Because in the beginning you neither have bots or explosived to deal with big forests or cliffs. And then I used the ghost avoid obstacle mode to plane the tracks. Now you manually have to reroute parts which is extremly frustrating.

Ok, I just tested it. The "place a powerpole over a ghost" feature was there in 0.17.15. Since 0.17.16 this feature does not work anymore. So I would definitely say it is a bug (or removal of a new 0.17 feature). 0.17.15: https://forums.factorio.com/download/file.php?id=45772 0.17.16: http...

It did at least with older 17.x versions. When there was a power pole (at least the same kind), it placed it there, where the blueprint had one. So when there are power poles 3 cells apart, you can quick replace these ghosts just running over them with pressed LMB. BUT (what might be the real issue ...

I've just tested it. Only the inner pair is connected.
And this bug will invalidate replay when loaded and saved again (see attachment)

Since 0.17, the savefile.zip includes two preview.jpg's. An old one and a new one.
In an savefile from 0.16.51 only one is present.

Since one the correct one is used, this is a minor thing, but I don't expect this to be intentional ;)
