Afaik, the reason you are no longer required to stick a satellite into your rocket is because it was a beginners' trap you could fall into easily, and was way too high a punishment for one sloppy mistake.

Looking at what you wrote, it seems like they simply used the time for one full inserter swing as a shortcut because computing the real number of resources needed to never run out would be more expensive to compute? What about making bots have collision boxes that are used to detect collision with other bots only ? They could still fly over factories etc., but not transport your main ore from the train station to the smelters.

The idea was that the worms stayed underneath the ground and could not be attacked, but only ever used this attack versus turrets.

What about making the worms able to burrow and destroy turrets by "undermining" them? You would not need a lot of animations to implement that, just a burrowing and unburrowing one and a few animations to show the worm's path (producing "fault lines" along its path).
