I think it's worth a reminder that if you came here looking for a way to turn steam power on/off, you don't need storage tanks. Hot water storage is used by the OP to reduce the number of boilers required. I suppose this is an interesting exercise, but having spent a few hours playing with hot water...

This design seems to have somewhat better throughput. It won't clog and is a bit cheaper. This is caused by not enough output inserters. Input inserters stall when the output stack is >= 2 (for single-item recipes). I stand corrected.
