I've sort of fixed it, by putting all zoom behavior behind a shift + ctrl + mousewheel. So far with my build style this hasn't become a problem for shift ctrl click and dragging. BUT, if anyone has ideas for how to tell iOS, steamlink, or factorio that click and drag should not send mouse wheel ...

Both use cases don't seem too problematic to me. Like I said, it will break some things but i believe they can mostly be worked around.

That is by design. It means that chaining labs is not the end-all best way to setup labs but is easier than doing it the most efficient way.
