Currently I could not find a way to properly use a map exchange string for a headless server.
The usecase is pretty simple, especially for scenarios!
I do like to start a scenario with a pre defined exchange string, without starting the scenario on a headless server.

I can confirm this bug is still extremely relevant for 14.20.
Server and client are running 14.20.
I do face the same problem with and without mods.
