I don't see how deinstalling/reinstalling the game would change anything for Steam. If you want, I could make a separate topic in Technical Help subforum by moving this part of the discussion there.

0.17.x is still experimental. You probably haven't enabled the 0.17 betas. (Right click factorio in steam->properties->betas->select either 0.17.17 or 0.17.x in the drop down box).

Despite having the 0.17.16 installed on Steam, and unstable versions activated on Steam, the 0.17.17 seems unavailable for OP. See viewtopic.php?p=416273#p416273 for proof
