I apologize, I should have tried the game without any mods before posting. I've isolated the issue to the Launch Control mod. Toggling that one mod off resolves the issue. Feel free to delete this thread.

I have attached my 100+ rocket per minute save game that I can no longer open in version 14.14. I choose the save, the green bar progresses all the way to the right, and then the game just hangs with a full progress bar with ~30% cpu usage indefinitely ...
