Oh, apologies, I didn't notice the save. Anyway, I see the biters setting up attacks normally as they should. Not all biters who spawn immediatelly go and join an attack, so it's completely normal for them to stay still. So, I see no problem in that save. Yes, but normally they move, now they spawn...
