I rolled it back to 18.15 and this seemed to stop the stuttering.

Now this is very strange. I have rolled back the server to 18.15 and getting pretty much the same results on top from the shell, but in game I have no stutter at all.

It was the admins part at the bottom of fctserver.json.
Checked with a parse checker and it's fired up!
