[2.0.24] Delayed rocket launch for bigger amount of silos, problematic for handling biter eggs in megabase

Working on megabase and can't figure out why my silos are not launching within fixed amount of time counting from when they have all required payload.
This causes huge problems when I am loading biter eggs, delay causes them to spoil before they should.
