Of course there are roboports nearby that repair the defenses. I tried loading the save I posted above and tried to destroy all the roboports in the area as quickly as possible. It doesn't seem to have any effect on the freeze.

Far away enemies being frozen is by design, for performance reasons.
That's a bad assumption. Yes, for performance reasons, bitters who stand around the bases and do nothing are usually turned off (all links <2.0). But here on Gleba, an attack is launched and half of the units freeze in front ...

I'd also definitely leave the ship acceleration/deceleration as it is now, but I'd be very excited if planet rotation was added. Same in 2.0.15. if the base is in radar view it looks like only pentapods that are associated with the attack get stuck, but around the base regular security moves normally.
