You folk are not reading the CPU percentage correctly. When top shows 100% CPU usage, that is a single core fully utilized. If a program utilizes multiple cores, the usage will go over 100%.
Below 20% means factorio is barely using the CPU.

It is a bug. Notice also how the terrain suddenly changes at the chunk edges around the starting area. This clearly shouldn't happen, but I've seen a few reports of it.

The change I am suggesting would make it consistent with how inserter filters work. Higher values are prioritized. That is not how filter inserters work. Fwiw I don't recall combinators allowing you to choose which wire to use for output. They allow you to choose which wires to use for inputs. Of course they could be made more useful too..
