I wonder, if the primary reason people want this is for changing out fuel in their locos, and the devs feel as though allowing inserters to take from them still cause too many issues, what about changing locomotive behavior to always use the lowest grade fuel first? If I remember correctly you can also set a decon planner with creep filter so bots can mine it for you.
