[0.17.0] Translation of Scenario Obejctives

The Translation of the Scenario Objectives is missing. I guess that this is still work in progress. But as the translations for researches and objects that are already there are not used I suspect that there is a chance that strings might get translated different. "Basic mapping technology"...
