[1.1.21] Cancelling planned upgrade on underground belt

When using the upgrade planner on one side of an underground belt both ends get upgraded, but if you cancel the planned upgrade only one side of the underground belt gets cancelled instead of both sides.

Not a bug.

70011. There are also a lot of tests that harden that behavior.
