[15.30] Disable listed mods deactivates all mods

[15.30] Disable listed mods deactivates all mods

Hey,

if a mod throws an error on start and i click on disable listed mod all mods including base are disabled.

I suggest a compiler test for disallow basemod deactivation.

Can you post the mod(s) you're using that reproduce the problem?

I can reproduce it in 100% of starts if you delete the mods-list.json and click on disable listed mods.
Then Factorio restarts and complains about missing noise layers. Select again disable all mods and Factorio starts only with base mod.
