[Rseding91] [2.0.55] Electric Mining Drills cannot saturate stacked belts

Electric Mining Drills don't seem to be able to stack their output consistently like Big Mining Drills; output from them appears to be compressed but only partially stacked despite having plenty of mining speed to fully stack a belt. I wanted to use them in the endgame due to their smaller footprint but this doesn't seem to work.

Repro steps are simple - place an Electric Miner on each side of a green belt on a patch; set your mining productivity to something high (I calculate 2390+ for no modules, or 506+ with legendary speeds); observe that a green belt is not saturated by it. I see between 23 and 26 ore placed on each belt tile in my save with prod level 5300ish and no modules, increasing to between 23 and 32 with Legendary Speed 3s.

Post a simple vanilla save that shows the issue please and describe exactly what you would expect instead, see 3638.

Test 1
What did you do?
Placed 2 Electric Mining Drills outputting onto a green belt while having very high Mining Productivity research level (5373 in the save, but 2391 should be enough if it's just going by the stated mining speed)
What happened?
I see between 23 and 26 ore placed on each belt tile, with some stacks being smaller than 4 and no visible gaps
What did you expect to happen instead? It might be obvious to you, but do it anyway!
32 ore per belt tile, indicating fully stacked and compressed output

I have the same issue. I have mining prod 4000+ and even with speed modules and beacons the drills are not able to saturate the belts. When hovering over the tooltip of a miner it shows that it produces thousands per second.
