I'm not sure exactly of the steps to reproduce, but the save game is in a state where it's happening.
One thing is for sure, the frozen silos got frozen while other silos were full and ready to launch.
In the savegame you can see the 2 ships over Aquilo waiting for science packs, but they never launch.

Do you know of a way to reproduce this from not frozen silos? Could it be the silos were already frozen when you updated to the version with the frozen silo fix?
There was also a fix recently where silos in the process of launching would freeze and get stuck in a broken state. If they’re in that state the update did not get them out of that state but only fixed the possibility to get into the broken state when freezing.

It depends which update you're referring to. The first report was from November, I've had the bug today on the version specified in the title.
There's also this report: 126779 for pre 2.0.40, but I can confirm I've been post 2.0.40 before even building those silos.
