[2.0.21] Getting on track like a pro achievement is not working (reuploaded)

What did you do?
I started a new game which is possible to achieve most of the achievements, and built a locomotive within 90 minutes.

What happened?
Nothing happened

What did you expect to happen instead? It might be obvious to you, but do it anyway!
I would get an achievement "Getting on track like a pro"

Does it happen always, once, or sometimes?
when I reloaded the savefile and place the locomotive again, It still happens nothing.


I attached the savefile that I played for reference.
I wish It could be fixed.
