Belt Contamination Sensor

The simplest approach: since I use these constant combinators as markers anyway, I set them to e.g. -1000 iron plate, and connect to belt. The belt sets to enable if everything is > 0 . Simple, no extra elements needed, easy to copy and paste. Contamination is rare so I just don't want to be cleaning it all over the map, I don't need alarms but it's also trivial to add a siren if anyone wants one.
