When it happens again, please enable the two debug options and record a video (or make a screenshot at least) and post it in a new thread.
Also include your config.ini and your save file.
And check if the problem remains when you switch to a different planet/platform.

I'm still getting this issue in 2.0.43. I checked detailed info, and it was sound instances going up to around 235 (I had increased limit to 256 in the-rest settings). This issue only really occurs for me on Vulcanus and Fulgora. After switching my sound API from WASAPI to DirectSound, and further increasing my sound limit to 512, my sound instances appeared to stop leaking. I believe it may be related to the sound API change.
An example of the way the issue manifests is belt placement. I'll hear the first one or two placement sounds play, and the rest won't play at all.
EDIT: Nevermind. It does not fix it. The sound instances leak at like 2 or 3 per minute of playtime. I'm at 200 out of 512 now. And the instances don't seem to reset until I close the game entirely.
Here is what it looks like for me when it's fully saturated, and new sounds barely play.
