Is there a way to un-unlock-shortcut-bar?

The mod I'm working on won't be making use of any blueprints/roboports/exoskeletons (at least not at this stage), so I'd like to relock(?) the shortcuts bar when the player is created (I know this is unorthodox, but it's what's needed for what I'm working on). Can this be done?

If not, is there a way to force the toggles to be off, so the shortcuts can't be seen? I still want Alt-mode available though.
I can't get the "toggleable" property to work with any of the default shortcuts because the they aren't custom (or I'm doing it wrong, which is very possible).
