You can no longer build ghosts outside player reach. It is very annoying when you want bots to place a few buildings on the other side of the map. I dont know if this is intentional or a bug. I hope the change is reverted.

The above quote from kovarex links to that issue, it's already resolved for .12. Always check if your bug is already reported, as most of the times, it is. That why they get posted in the bug section rather then in the release notes or any other tread.

Cant ghost at any distance, also I was not able to ghost a splitter correctly lined up with 2 belts, i had to delete both adjascent belt squares before the splitter ghost would sit.
