1. The bioflux belt feeding the spawner spoils.
2. The captive spawner, out of bioflux, reverts to a wild nest.
3. As soon as the nest is wild, the inserter grabs spoilage.
4. A rocket turret recaptures the nest.
5. The bioflux line is cleared of spoilage.
6. The inserter is still holding the spoilage, so is unable to insert fresh bioflux into the recaptured spawner.
This looks identical to a bug that is already marked as fixed, but my savefile shows this still happens in 2.0.60:
2.0.50 Fixed that inserters could get stuck when captured spawners would revert and be re-captured. (more 128751)

In this case, the spoilage will never be inserted even with the machine empty because it did not "spoil in the inserter hand" so it's not treated as "goes to trash slots" on the machine.
