Requester chests that ignore buffer chests shouldn't have their requests considered "on the way" if their requested items are in buffer chests.
What?
This bug report includes images and a description of what I'm talking about: 129512

Basically, when a requester chest has the "Request from Buffer Chests" option disabled, and there are buffer chests with requested items inside of them, the roboport's "Read Logistic Network Requests" output is wrong. For example, if a requester chest is requesting a gear, and a buffer chest is requesting a gear AND has a gear, the roboport will display 0 requests, even though there are 2 requested gears and only 1 in storage.

I'm suggesting that requester chests with the "Request from Buffer Chests" option disabled should report their requests without considering items inside buffer chests. This would fix the issue and roboports would output the correct information.
Why?
I was certain that this was a bug, which is why I wasn't surprised to see it in the bug reports. Apparently, it's intentional behavior, which I don't understand. Under what condition would you want the roboport to incorrectly output the network requests? I made a circuit that used the network requests and I spent half an hour trying to figure out why the roboport was telling me there were no unfulfilled requests while my requester chests were literally saying "Unfulfilled Requests."
