This would be a multiplayer mod. I'm not sure if some of this stuff would be technically possible, but the idea is to make it into a trading game.
- The first 4 planets would be unlocked, each one is a separate force
- You cannot land on another force's planet
- You can trade with other planets. So it would basically be a semi-competitive trading game where you try to cut deals with the other players. Though it's really up to the admin/players how they want to play this.
- Some balance changes for each force. Eg. maybe gleba starts with construction bots because it's a harder planet, vulcanus gets 2X science cost since foundries are so good
- Standard "win condition" of solar system edge, again, up to the admin/players how they want to do this
- Aquilo is a free for all. Up to the admin/players whether full on combat should be allowed on the planet or whether resources are just first come/first serve

I think this would be quite possible. There already exist mods which stop cargo drops from landing on certain planets, it would probably be quite simple to expand their functionality to work with players. PvP scenarios/mods already exist for space exploration which put different forces on different planets, so it shouldn't be too difficult to make one that works with space age planets. Trading might be a bit of a challenge, but there already exist shops in default scenarios, so such a system could be based off of it. Balance changes like the ones you mentioned are already possible, I in fact came up with a method which can be used for force-dependent recipe changes. The standard win condition is, as you mentioned, standard. It just might be a bit of an issue getting it to work with PvP. And Aquilo could be done by just... doing nothing to it. The only change to this that I'd like would be to make it work with <4 teams, by saying that each team has to be on 1 of the 4 starter planets, (Nauvis, Vulcanus, Gleba or Fulgora) that no 2 teams can originate on the same planet and that every planet which didn't originally have a team on it is free for all.
